KEY BENEFITS AND CHALLENGES OF E-GOVERNANCE TOWARD BUILDING A RESILIENT AND SUSTAINABLE NEW URBAN CITIES: LITERATURE REVIEW
E-governance, which involves the incorporation of digital technologies in the administration of government services, is progressively acknowledged as an essential element in creating robust and sustainable urban settings. Additionally, it enhances transparency and accountability by providing real-time access to government information, which aids in building trust between citizens and their governments. E-governance simplifies administrative workflows, potentially enhancing efficiency by as much as 30% and lowering expenses related to service provision. The primary aim of this research was to thoroughly evaluate the significant advantages and difficulties of e-governance in promoting a resilient and sustainable urban environment. This research employed a qualitative approach and utilized a literature review to thoroughly assess the main advantages and obstacles of e-governance in fostering a resilient and sustainable urban environment in emerging cities. Consequently, from the 45 originally chosen for this research, only 14 were deemed pertinent and valid for the study. The research results indicated that e-governance could result in positive sustainability and justice outcomes through significant involvement and flexibility, as it enhances accessibility and inclusivity, enabling marginalized populations to utilize government services from distant areas, which is vital for closing the digital gap. The findings of the study also revealed that while e-governance offers benefits, its implementation encounters significant obstacles that may impede its effectiveness in urban areas. Infrastructure shortfalls, especially in developing areas, create major obstacles to execution, while data privacy and security issues are critical as governments depend more on digital systems. The research found that tackling intermediate issues in e-governance necessitates diverse solutions that integrate technological progress with strategic organizational reforms. Challenges like access, security, and infrastructure need to be addressed through a comprehensive strategy that combines policies promoting inclusiveness and engagement. Therefore, the study recommended that for participatory co-creation in governance to be fair, it is crucial to thoughtfully evaluate whose perspectives are included in the process. Digital participation techniques, such as citizen feedback applications and public participation GIS, have become popular but face criticism, especially concerning their potential exclusionary impacts.
