DETERMINANTS OF VOCATIONAL TRAINING EFFECTIVENESS FOR UNEMPLOYED WORKERS: EMPIRICAL EVIDENCE FROM NINH BINH PROVINCE, VIETNAM

Abstract

This study examines the factors influencing the effectiveness of vocational training for unemployed laborers in Ninh Binh province, Vietnam. Based on a survey of 936 unemployed workers and 144 enterprises, the research employs multivariate regression analysis to identify key drivers. The findings reveal that "State Support Policies" significantly impact training effectiveness across all groups, particularly for workers laid off due to technological changes and those affected by agricultural land acquisition. The study provides evidence-based recommendations for enhancing the tripartite link between the State, training institutions, and enterprises to ensure sustainable employment.
